What has Happened: On Sunday December 3rd, Venezuela voted to approve the establishment of a new state in Essequibo, which is a disputed, oil-rich territory that is controlled by Guyana. Guyana had asked the International Court of Justice (ICJ) to put a stop to this weekend’s referendum, arguing that it violates international law and presents a serious threat to the country. While the ICJ warned Venezuela not to alter the status quo, it did not ban the referendum.
